　　新年伊始，位于湖南省岳阳市岳阳县的铁山灌区“十四五”续建配套与现代化改造工程的施工现场，大型工程机械轰鸣，施工车辆来回穿梭，工人们干劲十足，一派热火朝天的景象。

　　铁山灌区设计灌溉面积85.41万亩，是湖南已建成和投入运行的第二大灌区，滋养着“湘北粮仓”。“在抗击2022年的大旱中，铁山灌区发挥了重要作用，保灌溉运行时间、灌溉水量都创了新纪录，我们继续对灌区提质改造争取发挥更大作用。”岳阳市铁山供水工程事务中心副主任张百义告诉记者。

　　在抗击2022年的夏秋冬连旱中，湖南省一系列水利工程发挥了重要作用，有效减轻了旱灾带来的不利影响。但是，部分地区也暴露出存在水利基础设施建设相对滞后、工程性缺水矛盾比较突出等短板。

　　湖南省水利厅有关负责人介绍，湖南省2022年冬修水利投资规模与增速、在建项目数量均创历史新高，计划执行进度明显快于往年，截至目前，已完成水利投资超过558亿元。针对大旱中暴露出的短板，湖南在推进重大水利工程、防洪薄弱环节治理工程的同时，重点推进洞庭湖区北部补水二期工程、68处大中型灌区节水改造与现代化建设、14处大中型灌区渠道“中梗阻”畅通行动和1万处农村小水源供水能力恢复等抗旱能力提升工程，进一步提高农村水源保障和灌溉能力。

　　湖南省水利厅农村水利水电处处长朱健荣告诉记者，湖南充分发挥农民群众主体作用，采取“以奖代补”模式，组织群众自选、自建、自管农村小水源供水能力恢复建设工程。同时广泛推广“以工代赈”模式，引导各地将山塘河道清淤疏浚、渠道整修等工艺简单的项目交由村民实施。
